Jeff is a specialist in policy and strategy development, review and implementation; organisational alignment; partnering and relationships; governance; problem solving; leadership mentoring and coaching; and facilitation and negotiation. He also partners with other quality specialist consultants to meet the individual needs of clients.

Jeff has extensive experience in the local government sector including almost 20 years as Chief Executive. He was Chief Executive of the City of Onkaparinga, the largest local authority in South Australia, for over 14 years. He led the organisation after it was created from an amalgamation of three former Councils, establishing it as a high performing organisation with a national reputation for innovation in meeting current and emerging needs of its communities.

A particular area of expertise is in supporting Councils through boundary change processes. In addition to his amalgamation experience with the City of Onkaparinga Jeff has also researched and made recommendations on the processes of mergers and boundary changes in South Australia and NSW. He also managed the de-amalgamation of the Shire of Douglas in Far North Queensland, including holding the position of Acting CEO while he assisted the new Council in the appointment of a permanent CEO.
